The committee's remit included early years, education, youth justice, social care and children and family services. It was constituted between May 2003 and December 2005.

The education and lifelong learning overview and scrutiny committee replaced the youth and education overview and scrutiny committee in May 2003. This committee was itself replaced by the children's services overview and scrutiny committee in January 2006.
