The committee's remit included early years, education, youth justice, social care and children and family services. It was constituted between January 2006 and April 2008.

The children's services overview and scrutiny committee replaced the education and lifelong learning overview and scrutiny committee in January 2006. The committee was itself replaced by the children and adults overview and scrutiny committee in May 2008.
