Capital and Revenue Budgets 2009/2010 (Amendment)

Motion

Members received a report which asked council to approve the capital and revenue budgets, rent increases and council tax for 2009/2010. The report also included proposed prudential limits and associated indicators, together will an annual statement on the council's policy on making minimum revenue provision for the future repayment of debt.

Councillor Jarrett, portfolio holder for finance, supported by the leader, Councillor Rodney Chambers, proposed the cabinet recommendations set out in the report, with additions circulated at the meeting.

Amendment

Councillor Griffiths, seconded by Councillor Godwin, then proposed the following amendment:

That the council agrees to identify £2m only of PSA2 grant funds at this time (£1m each revenue and capital) and those monies to be utilised to fund the following:

  • £1m capital to be allocated to the Medway Park development capital project, the council contribution for which is currently unfunded.
  • £1m revenue to be allocated to enable the following alterations to the published proposed fees and charges:
    • Bereavement charges to be capped at a maximum 3% increase.
    • Concessionary adult and community learning fees to be frozen.
    • The increase in fees for meals on wheels and internal services meals and snacks for social care clients to be limited to 4%.
    • Free one hour parking to be provided in all council short-stay car parks.

On being put to the vote, the amendment was lost.
